YEREVAN BOUND: Supervisor Gaddi H. Vasquez will soon be off again, this time to Armenia. . . . He’s been invited by the Parliament there to be an official observer when the Armenian people vote Sept. 21 on whether to secede from the Soviet Union. . . . “The experience of a lifetime,” the supervisor calls it. Vasquez and four others in the U.S. delegation leave Wednesday for the capital, Yerevan.
