Planning Chief Appointed to City Council Seat

The Downey City Council has appointed Planning Commissioner Dick Carter to fill the council seat vacated by Roy L. Paul, who resigned in July to become a Municipal Court commissioner.

Carter, 42, will hold the 2nd District seat until the city’s next election in June, 1992, when voters will fill the post for the remaining two years of Paul’s four-year term. The council voted unanimously Tuesday to appoint Carter to represent the 2nd District, which covers southwest Downey.

One of eight candidates who sought the appointment, Carter will be sworn in at a special council meeting Tuesday. Carter has served on the five-member Planning Commission for more than two years and has been involved in such projects as the recent expansion and renovation of Stonewood Shopping Center. The council cited that experience in its decision to appoint Carter.
