World IN BRIEF : CANADA : Government, Panel Disagree on Strike

The Canadian government introduced a bill ordering its striking public service employees back to work. But a board investigating the strike said the government had bargained in bad faith and must renew negotiations with the Public Service Alliance of Canada, which has been on strike since Sept. 9. The decision by the Public Service Staff Relations Board is binding.
