World IN BRIEF : HONG KONG : Council Picks Upset Democracy Groups

The Hong Kong government appointed 17 mostly conservative officials to the law-making Legislative Council, and Martin Lee, chairman of the United Democrats, said, “They are effectively destroying all the good work done at last Sunday’s elections.” His party and other pro-democracy groups won 16 out of the 18 council seats, but Gov. David Wilson chose only one name from a list Lee submitted of prospective appointees.
