Yields Fall on Two-Year Notes: Yields on two-year Treasury notes fell at auction to the lowest level in more than 14 years. The average yield was 6.14%, down from 6.46% at the last auction on Aug. 27. It was the lowest rate since two-year notes averaged 5.87% on April 19, 1977. The notes will carry a coupon interest rate of 6.125% with each $10,000 in face value selling for $9,997.20. The Treasury accepted an unusually low percentage of bids from New York primary dealers at the auction, a sign that big investors may be skirting the elite club following the Salomon Inc. scandal.
