THOUSAND OAKS : City, Workers Reach Tentative Agreement

A tentative agreement on a new contract has been reached between Thousand Oaks and one of two unions representing city workers, a labor official said Monday.

Leaders of the 170-member Thousand Oaks City Employees Assn., which represents non-management workers, tentatively agreed last week to a wage and benefits package that gives them a 4% wage increase retroactive to Sept. 28, President Doris J. Lucas said.

The increase would cost the city $500,000 in 1992, city Finance Director Bob Biery said.

The union last week agreed to drop a demand that non-management workers be required to belong to the union until the next contract negotiations in 1993 in return for the city’s agreement to allow an outside arbitrator to hear grievances on performance evaluations, Lucas said.

The City Council is expected to review the proposed agreement tonight. If approved, it will be taken to union members Thursday for a ratification vote.

The employees have been working without a contract since July 6, when the old agreement expired.

Union members declared an impasse soon after.
