Treasury to Sell 52-Week Bills: The Treasury Department said it plans to sell $12.25 billion in 52-week bills next Thursday to pay down $250 million of the public debt. The amount is down from the $12.50 billion it sold at the previous 52-week bill sale Oct. 17. The bills, which will be dated Nov. 21, 1991, will mature Nov. 19, 1992.
