Nelson Mandela said Wednesday that talks on a new constitution will begin Nov. 29.

The government said that was only a target date and that the announcement was “improper.”

Mandela surprised members of his African National Congress when he said the ANC and other groups have scheduled two days of talks to set the country on course for a post-apartheid era.

There was no comment from the office of President Frederik W. de Klerk, who is visiting Taiwan, but Constitutional Development Minister Gerrit Viljoen said the date was only a target.

“His announcement is an improper attempt to create the impression that he or the ANC are unilaterally arranging matters with regard to the multi-party conference,” Viljoen said.
