An Afghan guerrilla leader believed to be holding many of the Soviet prisoners of war still in Afghanistan said he will not release them “in the present circumstances.” “I do not believe in releasing POWs unless the entire issue (of peace) is settled,” Gulbuddin Hekmatyar said. His Hizb-i-Islami guerrilla group is thought to be holding up to 80 prisoners.
