Revitalizing State-Run Enterprises Called a Priority: A senior Chinese official says concerns over social stability prevent the government from closing many failing state-run enterprises that drain the country’s resources. Gao Shangquan, vice minister of the Commission for Economic Restructuring, said last week that revitalizing such industries is a priority in efforts to pursue reforms initiated by senior leader Deng Xiaoping in the late 1970s. He told a news conference that the communist leadership realizes that China must continue with the reforms that brought rapid economic development to many parts of the country and greatly improved living standards.
