MEN’S CLUB: Historic San Juan Capistrano this week has continued another tradition: It remains the only city in the county that’s never had a woman on its City Council. . . . Four of 17 candidates for an appointment this week were women. But the council selected a man. One woman applicant said no one on the council even asked about her qualifications. Another, political activist Collene Campbell, laments: “This is a cowboys’ town and I guess I haven’t qualified as a cowgirl yet.”
