TEEN OVERLOAD: With the new Juvenile Intake and Reception Center on hold because of county budget woes, the existing Juvenile Hall will continue to groan with extra prisoners (B1). Rated to hold 314 youngsters, it’s been steadily over 350 this fall. . . . One Probation Department official says: “We’re doing everything we can, kicking people out early, house arrests and restrictions on who gets in.”
