NOT SO MERRY: It wasn’t a great Christmas season for retailers in Orange County. One sign was in the number of extra help hired to handle the holiday crush of buyers. November figures released Monday (D5) show that the jobless rate rose slightly and that only 2,600 people here were hired as seasonal help. In 1990, 4,200 people were hired, and in 1989 it was as high as 7,200.
