POPCORN GOUGING? Promoter Harry Oxley of San Clemente, who has staged weekly motorcycle races at the County Fairgrounds for 24 years, threatens to stop the Friday night shows in 1992 if rising concession prices aren’t lowered. Oxley is scheduled to meet with the Fair Board today about it. . . . “Charging $4.25 for a beer, $1.50 for a small coffee and $2 for popcorn is ridiculous,” Oxley says. Attendance at the shows, which run from March to October, was off nearly 25% last year; Oxley blames concession prices.
