In response to “Dream of Total Disarmament Could Become Reality,” by Gar Alperovitz and Kai Bird, Opinion, Jan. 12:

They proposed, “The Non-Proliferation Treaty should be amended to allow the agency access to all nuclear facilities--civilian and military.” However, they missed two points:

1. The Non-Proliferation Treaty (NPT) now includes the goal of total disarmament. Article VI of the NPT calls for “general and complete disarmament under strict and effective international controls.”

2. The NPT is scheduled to be renewed, revised or rejected in 1995.

We should acknowledge this goal of total disarmament in the 1995 revision and make the authors’ proposal the first step in creating “strict and effective international controls.”
