Covina : Indoor Swap Meets Banned
Reversing an earlier decision, city officials voted Tuesday to ban indoor swap meets citywide.
The City Council voted 3 to 2 to prohibit the multiple-tenant retail arcades in commercial areas. Mayor Chris Lancaster and Councilwoman Chris Richardson cast the opposing votes.
In December, the council had agreed to allow the swap meets under strict regulations.
In the ordinance approved Tuesday, city staff described indoor swap meets as bringing “a low-quality image” to the city and recommended prohibiting them.
