CITY COUNCIL

* LIBRARY EXPANSION: Approved an agreement accepting a donation of $350,000 from Glorya Kaufman to go toward expanding the Brentwood Branch Library, at 11820 San Vicente Blvd. Construction is expected to start in June and will be completed in 1993. The expansion project, which will increase the library’s space from 8,500 to 10,200 square feet, is being funded with public and private money. The cost is not expected to exceed $2.4 million.

* SETTLEMENT I: Approved spending $600,000 to settle a lawsuit by a couple whose 1-year-old son was killed by a city street sweeper in June, 1991. Guadalupe Vizcarra, 23, suffered minor injuries and her son, Arturo Renteria, was killed when a sweeper driven by a city employee struck them in a crosswalk at Vineland Avenue at Saticoy Street in Sun Valley. Passed: 12-0. Voting yes: Marvin Braude, John Ferraro, Nate Holden and Michael Woo. Ruth Galanter, Joel Wachs and Zev Yaroslavsky were absent.

* SETTLEMENT II: Approved spending $225,000 to settle a suit by an 81-year-old woman who had her left leg amputated as a result of injuries suffered when she was struck in a crosswalk by a street maintenance dump truck driven by a city employee in a March, 1989, accident. Mildred Balter was hit in the crosswalk at Van Nuys Boulevard and Dickens Street in Sherman Oaks. Passed: 12-0. Voting yes: Braude, Ferraro, Holden and Woo. Galanter, Wachs and Yaroslavsky were absent.

* SETTLEMENT III: Approved spending $35,500 to settle a lawsuit against the city by a 23-year-old man who injured his knee when he stepped in a hole on a city street in May, 1988. Arthroscopic surgery has been recommended to repair Ken Pollack’s left knee. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Woo and Yaroslavsky. Holden and Wachs were absent.

* OLD SANTA SUSANA: Approved renaming a section of Santa Susana Pass Road as Old Santa Susana Pass Road. A quarter-mile section of the road became a dead-end street when a portion of it was realigned to provide a shorter route to Topanga Canyon Boulevard in the San Fernando Valley. Residents living along the road wanted the change. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Woo and Yaroslavsky. Holden and Wachs were absent.

* ORANGE COUNTY: Approved a proposal to allow Orange County to become a member of the Southern California Regional Airport Authority, a joint powers agency of which Los Angeles is a founding member. All members of the group, which tries to solve environmental and economic issues facing airport facilities, must approve. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Wachs and Yaroslavsky. Holden and Wachs were absent.

* PREFERENTIAL CONTRACTS: In the wake of the controversy over the county’s decision to buy Japanese transit cars for the Green Line, approved a proposal for the city to lobby for state legislation that would allow preferences to be given to Los Angeles County businesses seeking city of Los Angeles contracts. Passed: 15-0. Voting yes: Braude, Ferraro, Galanter, Holden, Wachs, Woo and Yaroslavsky.

* DUNES: Approved the city’s application for a state grant that will be used to preserve 200 acres of the El Segundo Dunes at the west end of Los Angeles International Airport. The area is best known as a habitat for the El Segundo blue butterfly. About $10 million in state funds are available to public and nonprofit agencies for environmental projects. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Wachs, and Woo. Holden and Yaroslavsky were absent.
