Joseph O. Parker, 83, former International Trade Commission chairman. Parker, a retired Washington lawyer, served on the commission from 1971 to 1979. He was vice chairman for five years before being named chairman in June, 1978. He also worked in the office of the solicitor at the U.S. Agriculture Department, served as general counsel to the House Agriculture Committee from 1945 to 1951, and was a consultant to the Select Committee on Foreign Aid that helped formulate the Marshall Plan for economic recovery in post-World War II Europe. In Overland Park, Kan., on Jan. 21 of congestive heart failure.
