Human Rights Concept Is a Historical One

Mr. Garrigues’ views seemed rather paternalistic and somewhat arrogant.

As a child growing up in Texas, I was constantly reminded not to wander outside in the dark as the gachupines might get me. As I got older, my father explained that this word actually meant Spaniard or a person of European descent.

My family passed on to me our history and the dark years of the Spanish occupation and the one underlying theme was that the Spaniard, or European, was still trying to manipulate and control.

One of the legacies of the dark years is the belittlement of anything that was indigenous.
