Larry A. Potts, a veteran FBI official who headed the bureau’s successful investigation of the 1989 mail bomb killings of a federal appeals judge and a civil rights attorney in the South, was named Thursday to the key post of assistant director for criminal investigations.

Potts has been acting head of the criminal investigative division since William Baker retired from the post in December. He was chosen over William Gavin, the outspoken head of the FBI’s Miami office, and Bobby R. Gillham, special agent in charge of the FBI’s Baltimore office.
