The Conference Board, a business research group, said the help-wanted advertising volume in 51 major newspapers across the country was flat for the third straight month. The Conference Board said advertising volume fell in five regions and rose in four. Help-wanted advertising rose the greatest amount--9.4%--in the South Atlantic region. The steepest decline--2.9%--was in the Pacific region.
