Latvian Papers Call Halt

MOSCOW —
Latvia began a week without newspapers and magazines on Monday because of a publishing suspension intended to draw the government’s attention to a paper shortage. Publishers in the former Soviet republic said they had shut down to dramatize their inability to import newsprint from Russia because of high customs duties.
