U.S. Decision on Hondas Irks Canada: Canada reacted angrily to a U.S. decision to slap a duty on Honda Civics built in Canada, saying the future of free trade with Washington is at stake. The U.S. Customs Service said Civics assembled in Canada in 1989 and 1990 and shipped to the United States do not qualify for duty-free access under the U.S.-Canada free trade agreement. Under the pact, cars must have at least 50% North American content to qualify for favorable treatment. Canada has requested consultations with Washington over the Honda ruling, the first step before establishing a dispute settlement panel.
