Manuel A. Noriega’s attorneys pleaded with the judge to reopen their case, saying they can prove a last-minute prosecution witness lied in the former Panamanian strongman’s drug-smuggling trial in Miami. Felipe Pena had testified he drove a Medellin cocaine cartel trafficker to Noriega’s summer home the first weekend in May, 1984. Panama held its first free presidential election in 16 years that weekend, and Noriega’s whereabouts were followed by journalists and election observers, his attorneys said.
