Mixed Signals on Libyan Suspects

Libya, under threat of Security Council sanctions, sent conflicting signals Friday in its dispute withe West over the 1988 airliner bombing that killed 270 people.

Arab diplomats said Moammar Kadafi’s government had agreed in principle to hand over to U.N. Secretary General Boutros Boutros-Ghali two men accused of blowing up the Pan Am jumbo jet over Lockerbie, Scotland.

But Libya’s official JANA news agency, in a commentary, accused the West of monopolizing the world body.

“The Islamic states are considering withdrawing en bloc from the United Nations to form a new United Nations, especially when injustice reached an unbearable level,” JANA’s editor for Islamic affairs said.
