Pemex Goes Franchise Route: Mexico’s first 48 gasoline station franchises were distributed as the national oil monopoly, Petroleos Mexicanos, began a drive to modernize the country’s 3,000 service stations. All but 60 of those stations already are privately owned and operated as concessions. But the new franchise system will provide more training and set standards for equipment. It will also allow franchisees to add more services, such as mini-marts or tune-up centers of the kind now common in the United States.
