Edward Fleischman, the gadfly Securities and Exchange Commission member who often clashed with SEC Chairman Richard C. Breeden, announced his resignation from the Wall Street watchdog agency.

In a letter to President Bush, Fleischman, 59, an SEC commissioner since January, 1986, said he was stepping down March 31.

Fleischman said he was joining the New York-based law firm of Rosenman & Colin as a partner in the corporate law department.
