From Times Staff and Wire Reports

A federal judge in New York temporarily blocked the government from returning thousands of Haitian refugees still at a military base in Cuba, calling their treatment “arbitrary, capricious and perhaps even cruel.” The temporary restraining order by U.S. District Court Judge Sterling Johnson Jr. also gave the refugees the right to an attorney. He scheduled a hearing for April 1 to consider whether a permanent order should be granted. More than 12,000 refugees have already been returned to Haiti.
