WORLD IN BRIEF : SOUTH AFRICA : Justice Minister Suspends Hangings

Justice Minister Hendrick J. Coetsee, stepping in to defuse a dispute that had threatened to derail South African talks on political reform, ordered an indefinite suspension of hangings. Coetsee said hangings will not resume until parties negotiating the country’s transition to non-racial democracy have agreed upon an interim bill of human rights.
