WORLD IN BRIEF : HAITI : Accord to Reinstate Aristide Dealt Blow

Haiti’s Supreme Court dealt what could be a terminal blow to an internationally backed accord to reinstate ousted President Jean-Bertrand Aristide, declaring the plan unconstitutional. Ruling at the request of the army-backed provisional government, the court accepted government arguments that the legislature was encroaching on powers reserved under the constitution for the executive.
