Sluggish sale of lottery tickets due to lack of money for advertising? Come on! It’s a classic case of not listening to the customer. What ticket buyers get is the same old idea in new dresses; what they want is somebody in Sacramento listening to their main complaint, the 20-year rule. They dream of winning millions and if they do, the money is stretched thin over 20 years.

I bet my lottery ticket of next week that sales pick up once winners of $1 million get their prizes paid out right away. If somebody wins real big, why not let them have at least $1 million and stretch the rest over some years?
