Jerry Brown’s Flat Tax Plan

The horse named Flat Tax that Brown is riding so spectacularly today will toss him into the political scrap heap when voters realize that the flat tax will put us at the mercy of a Congress that can’t even be trusted to balance its own checking account. So you give up almost all deductions for a 13% flat tax. What is to prevent Congress from raising that flat tax to, say, 20% or 40% or whatever it wants? Only a constitutional amendment, and that would have about as much chance of passing as Brown has of being elected the next President.
