Ireland to Hold New Abortion Rights Vote

This country will hold a new referendum on abortion after its European Community partners refused to amend a special Irish protocol in the new EC Union Treaty, the government announced Tuesday.

The referendum will focus on the right of Irish women to travel abroad for an abortion and also their right to information and counseling in Roman Catholic Ireland, where the procedure is banned.

The last divisive referendum on abortion in 1983 ended with the constitution being amended to protect the rights of the unborn child.
