First Albany Broker Accused of Fraud: The Securities and Exchange Commission charged a former First Albany Corp. broker with stock manipulation. The SEC also sanctioned the company for failing to supervise him. The agency alleged that Edward A. Accomando manipulated the stock of Central Cooperative Bank, a small Massachusetts bank, by executing phantom sales and other false trades between April, 1988, and April, 1989, to give the appearance of active trading in the stock.
