The Irish National Liberation Army, a splinter group opposed to British rule in Northern Ireland, claimed responsibility Tuesday for fatally shooting a soldier outside the army recruiting office where he was stationed.

Sgt. Michael Newman, 34, died in a hospital from a head wound, police said. They said two men escaped after shooting him in front of dozens of shoppers.
