TAX DELAYERS: Today is the day if you haven’t filed your income tax. And it turns out that a whopping 30% of the county’s taxpayers are waiting up to the end to file their federal returns, says Ann Logan of the IRS Laguna Niguel office. . . . For county residents who filed early, nearly $300 million in refunds have already been paid, which probably means another county refund record. The average refund here: $1,176, up $16 over last year.
