Bill Soto has been promoted to vice president and manager of the South Orange County Foothill division of the William Lyon Co. Soto joined the Newport Beach residential development company in 1985 and most recently served as senior area manager for the South Orange County division. Previously, he worked for the Irvine Co., Warmington Development, the Carma Sandling Group, Lowry & Associates and the Irvine Ranch Water District.
