Davis’ appointment was announced Monday by David L. Smith, chief operating officer for Thomson Newspapers’ Western Division in Kansas City, Mo. Davis replaces Jerry N. Scott, who recently announced that he was stepping down as publisher of the Oxnard-based newspaper after 20 years.

Davis, 30, had served as publisher of the daily Transcript-Telegram in Holyoke, Mass., since January, 1991, officials said. Before that he was publisher of a daily and three weekly newspapers in Coatsville, Pa. Davis was unavailable for comment Monday.
