Tornadoes raked parts of the Midwest for a second straight day, causing extensive damage in four states. At least 36 people were injured, one critically, authorities said. National Guard troops were sent into two small towns in southwestern Minnesota. In Chandler, Minn., a new housing development was wiped out and potentially hazardous farm chemicals were sucked from two storage buildings and scattered around the town in the wind and rain, authorities said. Tornado damage also was reported in rural communities in South Dakota, Nebraska and Iowa.
