STILL SINGING: County road planners have passed one stumbling block in the way of the proposed San Joaquin toll road. U.S. Fish and Wildlife Service biologists are now satisfied that the least Bell’s vireo, the endangered songbird nesting near the road’s path, will be safe. That’s because the county has agreed to install berms, keep noise down to 60 decibels and avoid construction during nesting periods. The next hurdle: satisfying the federal biologists on the gnatcatcher, a proposed endangered species.
