Eduard A. Shevardnadze, leader of the ex-Soviet republic of Georgia, lifted a state of emergency in the capital of Tbilisi and dropped charges against anti-government rebels, local journalists said. The provisional State Council, headed by Shevardnadze, took the dramatic steps after a heated, closed-door session.
