Jim McMahon reluctantly signed a contract for $800,000 plus incentives and rejoined the Philadelphia Eagles, but he isn’t happy because he isn’t getting a chance to compete with Randall Cunningham for the starting quarterback job.

McMahon complained that the Eagles had gone back on promises that he would have a shot at the No. 1 job.

“What they told me last year, while I was playing hurt, was that I would have a chance to be a starter, that I would get a bonus, that I would have a nice contract, this and that,” he said after signing for half of what he sought.

“None of that seems to be coming true right now, and that’s what’s really irritating.”

McMahon said he asked the Eagles for a salary to match that of Phil Simms of the New York Giants, who will be paid $1.6 million to back up Jeff Hostetler.

The Eagles traded Brad Goebel, one of their six quarterbacks, to the Cleveland Browns for a conditional pick in the 1993 draft.

Terrell Buckley, No. 1 draft choice of the Green Bay Packers, might have gained some leverage when he signed a contract with the Atlanta Braves to play minor league baseball.

The Packers countered by acquiring defensive back and kick returner Dave McCloughan from the Indianapolis Colts for an undisclosed draft choice.

The Packers have offered Buckley a four-year, $5.4-million contract. Buckley wants more than the five-year, $7.5-million deal the Rams paid Gilbert, the third player taken.

Buckley last played college baseball in 1991, when he appeared in five games and did not get a hit in five at-bats.

The Chicago Bears increased their contract offer to holdout center Jay Hilgenberg, but he rejected the deal.

Hilgenberg is seeking $1.6 million for one year. The Bears increased their offer of $800,000.

Quarterback Mike Tomczak ended his holdout by signing a contract. Terms were not disclosed.
