NAME GAME: The code name for the operation to enforce the “no-fly” zone in southern Iraq had been one of Washington’s most tightly guarded secrets. Reporters tried in vain to pry it out of officials, but it was left to President Bush to announce the winner: “Southern Watch.” Among the other titles considered but quickly rejected: “Southern Comfort.”
