UNIFORMITY: La Habra kindergarten teacher Maria Azucena Vigil, above, California’s 1992 Teacher of the Year, says parents in her heavily Latino district happily embraced the idea of sending kids to school in uniforms--white tops and navy blue bottoms. “It’s just like they did in Mexico,” she said. “They see it as part of going to school, just like wearing special clothes to a wedding.”
