Bank of Scotland Weighs Takeover Bid: The Bank of Scotland is considering buying a British building society, the local equivalent of a savings and loan, but faces regulatory hurdles, the Observer newspaper in London reported. A host of British investment banks are proposing various deals to the Bank of Scotland, said the bank’s secretary, Hugh Young. The Bank of Scotland has 460 branches in Scotland and 19 regional offices in England.
