THOUSAND OAKS : Cal Lutheran Must Reapply for Tower

Cal Lutheran University must submit a new application to Thousand Oaks if it wants to erect a 150-foot-tall radio tower on a ridge located on the city’s western border.

The City Council voted 4 to 0 Tuesday night to require the university to file an application to rezone the property, which is owned by the city. Radio transmissions are not permitted on the land, which is zoned for residential uses.

The zone change may involve further environmental review, Planning Director Philip Gatch said.

There are already three towers on the ridgeline overlooking the Santa Rosa Valley, a 97-foot-tall Southern California Edison antenna and two high-voltage lines about 107 feet high.

Cal Lutheran wants to construct the antenna for a public radio station that it hopes to establish next year. The station, to be called KCLU-FM, is expected to reach most of Ventura County.

The campus was issued a permit by the Federal Communications Commission to build the tower in August, 1990. That permit expired July 19, but the university has filed for an extension.

Campus officials had asked that the city expedite the university’s application for a permit by requesting that the council approve a minor change in the original application.

The application had identified the original site of the tower as Mountclef Ridge. Officials had to find another location after neighbors opposed placing the tower on Mountclef Ridge.
