Securities Association Expels Southland Firm: The National Assn. of Securities Dealers Inc. said it expelled five firms, including one from Southern California, for failure to pay fines and costs in connection with securities violations. In addition to New Century Securities Inc. of Oceanside, the expelled firms are Baring & Brown Inc. of Chicago; Dow, Owen & Co. of Hilton Head Island, S.C.; RCL Northwest Inc. of Spokane, Wash., and Texas Independent Securities Inc. in Arlington, Tex.
