Red Cross Appeals for $45 Million for Somalia

GENEVA —
The International Committee of the Red Cross appealed Tuesday for $45 million for famine victims in Somalia, saying it has reached the limit of what it could do for people there.
The ICRC said the new funds being sought from donor nations would bring its annual budget for Somalia to nearly $200 million, more than one-third of its annual global budget.
