U.S. Weighs Next Move in Failed Trade Talks: U.S. officials are considering their next move in the wake of a breakdown in U.S.-European Community trade talks, but said no new talks will be held until the EC is willing to compromise. “There has got to be some flexibility from the EC side,” an Agriculture Department official said. Some analysts expect the United States to respond promptly by slapping tariffs on $1-billion worth of EC imports in retaliation for EC subsidies on oilseeds, a key source of friction. That could launch a messy trade war. Farm issues have held up an accord in the long-stalled Uruguay Round of world trade talks. Sources said France, adamantly opposed to concessions on oilseeds or cutbacks in its farm subsidies, blocked any EC movement.
