WORLD IN BRIEF : ANGOLA : UNITA’s Forces Surround Capital

UNITA forces have effectively surrounded the capital, Luanda, South African diplomats said, while hopes of an early summit between leaders of the former rebel movement and the MPLA government faded. The diplomats confirmed reports that UNITA, which lost last month’s U.N.-supervised elections and has charged fraud, had placed 7,000 heavily armed men in strategic positions outside Luanda.
